I'm sure Chris will chime in here soon, but I would say don't count it as your NEPA unless you're walking and definitely no Surge afterward. Surge is intended for recovery post-workout and workouts on the V-Diet should be done at a high level of intensity as prescribed.
So, I would save the Surge for after your workouts and do your NEPA at a different time of the day if you're going to use the golf cart. The 18 holes will serve as bonus activity though, which is always a plus!
